Can be used to make Runewords:
Nice one for a Nova sorc. I would rate it similar to a good Eschuta's Temper.
Looks pretty good. It would've been better if it had lightning res so it can perhaps negate the sunder charm if someone use one. I would take time to get different offers as these are rare stuff

ES Nova sorc doesn't care about res.
It provides more damage than perfect Eschuta's Temper.
The + Chilling Armor is useful to save skill points.
But Nova sorc has CS as budget gear and the end-game is self-use Infinity.
I would rate it at the same or more than a perfect 3skills 20light Eschuta but much less than Infinity
