The 27 fire res is an incentive to put it in Andy's visage, however, anyone would prefer 15 IAS over the other attributes.
Energy is useless to a merc, so perhaps for a self-wield Andy.
There it's rather interesting, but very niche, so can take a long time to sell. Would bet on Mal - Gul range, Vex if you are lucky. But please wait for a second advice.
