Not necessarily. The +2 to tree 10% fcr is not bad but not great, all res + c res is nice, others are too low to consider, so not worth a lot in itself... except that it has a level required of 30, so can be useful for lld fire sorc. A very niche market, so will be hard to sell.
For that use could be worth more (Pul?) But for all others it's not worth much (some Perfect Gems / Fal) would say.
