Can be used to make Runewords:
2/20 usually go for around Ist.
The good point is that you have two additional affixes that are just great (light res and mf are always cool and rolls are good). The bad one is stamina is useless and there is no 6th affix.
So more than an Ist, less than a Ber. Where does it stand in the middle ? That's where it is hard to say. Would bet around Ohm, but I am not expert in that.

Welcome, feel free to wait for another advice, there are more experienced players like Mockingbirdreal or Atari that may give a different point of view.
Or try to set a higher initial value like Ber for now and see if you catch something and reduce every week by then.
