1 : no value except for LLD, but LLD players are very scarce.
2 : 3 mana after kill is max and a rare affix, but it's a very specific one to look for. A Javazon for example can love that so would sell it with the names of the affixes (something like Aureolic Rusty (?) Jewel of Hope and don't remember the one for max damage. Anyway, perhaps around a Mal or Ist, but not sure.
