Is there something I'm missing? There are so many set and unique necro wands that have life or mana leech. I only play summon necro. Is there a B&P skill that can take advantage of leach? Or were the devs expecting necros to go around boinking monsters on the head with these wands?
Edit: WHY do so many of these set and unique necro wands have life/mana leech?

Leech doesn't work for spells.
Look out for items with mana regeneration or mana after each kill.
Increase your mana pool, because regeneration is a percental value.
The best way of avoiding mana problems is Insight in a polearm for your act 2 merc or a bow for your act 1 merc.
Hey there! I'm not looking for way to increase my mana or anything like that. My summon necro does just fine. Merely curious as to WHY so many necro wands have the life/mana leech attribute.

Poison Dagger
but do not synergy well with leech ... (skill has no % ed and the ideia is to do just 1 hit and let the poison do kill...)
... and cannot be use with Wands...

If I may speculate a bit, though, I have to think that either the designers thought that, in a less optimized world, the effect might be marginally useful or it was added for flavor reasons. I lean more towards the latter: that having life/mana leech on wands felt appropriate (ie, cool) for necromancers. There's a lot of effects on items that are clearly just for flavor and I think this is just one of those.
Whacking them helps at a low level and it's not like you're too busy to get involved in the action.
... Um I think the original devs wanted gear, particularly sets, to be somewhat useable by all classes.
Looking at it, it's both sets, and the 3 lower level (and older) uniques which have melee bonuses. I guess that tracks, I'd be more surprised if a v1.10 item had booby prize buffs for other classes.
