The top level domain belongs to the "British Indian Ocean Territory" which was controlled by the UK. But this october the UK government announce that "it would hand over sovereignty over the Chagos Islands to Mauritius" so following ICANN rules the TLD should be "phased out" sometime in the next few years.

I did see the news about Chagos Islands and how that may affect the .Io domain in the future. Hopefully it is not discontinued and instead becomes a new TLD vanity domain, or alternatively, becomes wholly owned by Chagosians and they get income from it from registrations etc.
