Well, the highest rune I have right now is an Io, and I do have 2 Amn, so I only need 2 Gul and 2 Mal, and I have a chance of getting either a Mal or a Gul at The Hellforge, so.... it's going to be a while, if ever

It was a random lucky drop. I forget where exactly, and I didn’t think of posting it in this thread when it dropped.
