Not sure if you can get something for this in ladder but I would say no value. Max on a magic jewel is 40% ed and 15 max damage (ruby jewel of carnage).

Also only viable in a weapon. It might have some value to low-level dueling? Not sure what the ED breaks are; I think a 9 max dam is lvl 18 or below.
