I'd say the boots missed the mark as well. Total res is less than 80%, and the required level is too high. Lack of FRW on top of those two factors is a deal-breaker.
Maybe keep for self-use, though.

Nice summary indeed: Circlet will be beaten by Shako, Boots by anything having res + anything useful (e.g. Sandstorm Treks or Natalya's Soul are often good benchmarks: cheap and good).
