Yes, it has value. 30 FRW is max for rare, and two res rolled both perfect (and not being poison, even if light / fire would probably have been better). A sorc with cold sunder would probably love this.
Magic find is alwats nice to have.
HFD and worse, light radius have no value.
So now that we know that this HAS value, the question is how much. That's where I am really not certain. My personal guess would be around Vex / Ohm / Lo, but perhaps someone would be willing to pay more... or no one. Not sure I helped, another advice welcome.

I would rate them lower. MF is low (25% possible) and like necrarch said light radius and half freeze duration adds no value. I would say ~ Ist.
