Titan's Revenge already gives +4 skills so you only have +30 ias as an advantage. IMHO titan's is still better in that comparison. As far as I know you need at least +5 skills (better +6) on a blue Javelin (and ias) to be something worth.

I disagree but I couldn't give you a price range on it the ias has value and is nice for Charged Strike on bosses, I use something similar for this reason.
Atari is correct that most of the elitists' are going to want a minimum 5+ on a blue Javelin but I wouldnt let that disuade you from attempting to sell it.
