It's missing an affix and frw, enhanced damage and strength could all be 30. I would say ~ Pul.
2/20/20 with rather high strength would tend to make me believe better than Pul for this.
The bad part is that Zons are not the biggest circlets users, so you'll have to be patient. Still I'd expect that to go higher than Pul, more around Ist, with enough time.
The same for necro I'd be willing to pay Ist or more for that.
