I love these kind of wonky items, it's what makes Diablo loot excellent! Finding this as a barb might give you a decent weapon and if you have something stronger, you suddenly have an off-hand that gives you some fun abilities to support your looting.

With the Patch 2.4 change to
Blade Mastery--which extended the effects of that skill to Daggers--a pair of well-rolled Heart Carvers that have been "upped" with Recipe: Elite Version of Unique Weapon are a surprisingly effective budget option for a
Whirlwind Barbarian. There are a few reasons for this:

-A mere 17 off-weapon IAS is needed to reach the 5 frames-per-attack breakpoint, with 41 (easily reached with the budget-friendly Treachery) achieving the final 4 frames-per-attack breakpoint.

-The +8 to
Grim Ward will significantly amplify the skill's slowing effect and provides an additional 5.33 yards to the affected radius.

-The short reach of the
Mithril Point (a rangeadder of 0) ensures
Whirlwind's randomly-distributed hits will be concentrated on those targets closest to the Barbarian. Concentrating the damage increases the odds that targets will be downed one-by-one and thereby reduces the overall amount of incoming damage the character receives.
