Price check it at Charsi , for LLD you always need 2os 2/20/2os magic with +2cold has a level req of 30 and would be 100times better then this due to sockete and that Circlet would be given away for free.
Fire sorc Circlet would be +2all /20fcr/30frw/18-20str/80mana for es and additional adds, cold and lightning at high lvl would never use a rare Circlet.
A bear sorc or enchantress would want +2 all aswell and str with the ar.
