Maybe as low-level dueling boots? But I think the resistances are misaligned.
For the level 18 bracket, max FRW affix on boots would be 10%. I don't know if that is a real differentiator. I don't duel, but I think at lvl 18 the primary elemental damage types are lightning and cold.
I would personally keep for twinking/playthroughs. Maybe not a lot of trade value, unfortunately. gl
