I'm affraid not.
The only way a rare circ can begin to be good (better than cheap unique alternatives), is if it has +skills.
If it had that, this would be useful at least if not super valuable, coz it has the next 2 important mods, mainly fcr and to some extent frw.
It also has no str / dex, or all res / single res. No 2 sockets.
Take the gold merchants offer you, before they change their mind!
