Wish i could have capitalized on gambling day, it’s always fun for a little while but im not cut out for the levels of degeneracy like coooley
So last year, Blizzard announced the event's return on 12/6. In 2023, they posted today 12/8.
Each year it kicked off on 12/13, so if it does indeed make a reappearance, we should find out this week.

it's a bummer that they don't do it offline

To do it offline would require Blizzard to be able to push out ongoing updates that would in turn require considerable resources to connect to offline players. Battle.net simplifies it by letting players choose when they're on or offline.
For offline players, can one just use trainers etc to boost your characters, as bliz doesnt care about offline games…

I have to imagine this could be handled with a simple patch like most games. It's server related. Imagine if a server has to feel it's way to each offline player who're located all across the net, and then push out a series of large updates over a 22 day period to each and everyone of them. On Battle.net it only has to localize on and push out to 3 separate regions and then let the players come to it instead. Players can then choose to play alone or create and join multiplayer games. Yeah, you can use trainers, mods, edit characters via 3rd party programs, transfer items willy-nilly, dupe stuff etc. Blizzard doesn't care about that. Also, theoretically if Blizzard would close or somehow crash for longer times you could still run D2R normally and play normally with your offline characters, single player that is -- because all of the needed files are saved locally.
And yes, since it works like that (completely separated from the Blizzard servers), it is true what mhlg says -- they would need to push a patch every single day (essentially for every single player to download) so your files would update accordingly -- otherwise you could "preserve the event files" and play like that on that account all the time (in SP but still) and it would be a complete mess in that case or in any other case where you could have "event files" active even when event is not active anymore. But again, since you are free to literally "edit your game" in offline mode as you like, you could probably find a mod that adds some sort of 22 nights of terror anyway and just play like that with it active all the time.

I have to assume we will see it this year, but with the departure of Pez it does certainly beg the question around priorities and management of the event.
12/6 and 12/8 were both Friday's in past years, which means 12/5 (this year was missed).
They could simply be running behind per the former statement given the absence of community management via Pez. Or they will announce it this Friday the day before the 13th
